The instinct with an article is to summarise it in a video, which produces a video that is worse than the article at everything. The useful move is the opposite: find the four claims inside it and give each one its own thirty seconds.

List the claims
Not the sections. A well-structured article has more headings than it has arguments.
One claim per video
Each becomes a self-contained short. The article is the source material, not the script.
Point back once
One of the four can drive to the full piece. All four doing it reads as an advert for a blog.

Summarising is the wrong verb
A summary of an article is strictly worse than the article. A single claim from it, made vividly in thirty seconds, is better than both at its own job.
Written structure does not transfer
Articles are built for scanning and reordering. Video is linear and unskippable, so the strongest claim has to move to the front.
Four videos beats one
The same research effort yields four posting slots, which is the actual repurposing win. One long video from one article is a worse trade.

Will Google penalise repurposed content?
No. These are different formats on different platforms, and there is no duplicate-content relationship between an article and a video about it.
Should the video link to the post?
Sparingly. Most short-form viewers will not leave the app, so the video has to be worth watching whether or not anyone clicks.
How long an article is worth repurposing?
Anything with more than one real argument in it. Word count is a poor guide, and plenty of short posts contain three videos.
